In a telephone conversation with the German Chancellor, Angela Merkel, Russia;s President, Vladmir Putin revealed that he has ordered a partial withdrawal of troops from the border with Ukraine.
This is coming after US Secretary of States, John Kerry warned that the presence of Russian troops on the border was creating an atmosphere of fear in Ukraine. Kerry held “frank” talks with his Russian counterpart, Sergei Lavrov, in Paris yesterday to discuss the issue although no real breakthrough was reached after the four-hour discussion.
